Policy Analysis and Evaluation

Study of Undocumented Students, North Carolina Community College System

JBL Associates, Inc., in partnership with Powers, Pyles, Sutter & Verville, P.C. (PPSV), conducted a study that examined the relevant issues surrounding the admission of undocumented students into the North Carolina Community College System. We prepared a compendium of the history of the admission of undocumented students to NCCCS, including a timeline and appendix of state and federal policy, reviewed the University of North Carolina System’s policy, and reported on the procedural implications for NCCCS.

JBLA also analyzed policies on undocumented students in eleven states; this served as a reference and formed the basis of a report on state trends. Estimates of state and local resources used to support undocumented students presented the estimated cost for each North Carolina community college to provide education to undocumented students.
