District of Columbia Community College Feasibility Study
JBL Associates, Inc. was selected by Greater Washington Research at Brookings and DC Appleseed to lead a team of national experts to study the demand, feasibility, and benefits of a community college in Washington, DC. Throughout the project, JBLA maintained a network of community college professionals and qualified experts to provide assistance in the planning, implementation, and evaluation of the study.
To determine the demand for and feasibility of a new community college, JBLA interviewed area stakeholders and collected local economic, educational, demographic, and labor market information from existing sources. JBLA also defined the financial requirements necessary to start and support a new community college. These estimates included start-up costs, capital costs, and operating costs for the new college, and the potential sources of support such as student aid, tuition, and state, federal, and local funding for operational and capital costs.
The project cumulated in a which provided political, technical, financial, and academic recommendations to the District of Columbia Mayor and City Council, and the University of the District of Columbia, for the development of a new DC community college.
