Facilitation Services, Consultation, and Technical Assistance
HECAS and CUDAS, National Education Association
JBL Associates has provided the National Education Association with a broad range of consulting services and related products for almost twenty years. Our primary role has been, and remains, to provide expert advice, guidance, and research to support NEA’s higher education agenda. We have provided policy analysis and research in the areas of higher education employment and compensation, college and university staffing profiles, higher education finance, accountability, and student access and success programs. We also provide a variety of products on an ongoing basis as part of our consulting services, including data collection, database management, and expert presentations.
Examples of our work for NEA include:
- CUDAS, a CD-based system that distills IPEDS data and provides easy access to a customized IPEDS database and a set of standardized data reports. The system allows the users to create data reports for their institutions and compare their data to those of a set of peers. We have been producing variations of this system for over a decade.
- JBL Associates also manages the association’s Higher Education Contract Analysis System (HECAS). This comprehensive searchable database contains over 1,700 higher education collective bargaining contracts for faculty, support staff, and academic professionals.
- JBL Associates regularly monitors and compiles data on higher education faculty salaries and benefits for the association. The resulting reports and analytic tools are used by NEA staff and leadership, rank and file association members, and policymakers to monitor trends and changes in staff and faculty compensation. The resulting reports may appear as a chapter in the organization’s annual that reviews faculty compensation, along with analysis of the issues that can affect faculty salaries and benefits.
- We provide regular contributions to NEA’s bi-monthly membership newsletter, the which is sent to every NEA higher education member in the nation. The Advocate highlights critical trends, legislation and resources for NEA members and affiliates, and provides timely local, state, and national news in higher education.
