Strengthening Adult Reading Instructional Practices
Strengthening Adult Reading Instructional Practices (SARIP) is a multi-year project funded by the U.S. Department of Education and administered by the Office of Vocational and Adult Education (OVAE). The SARIP study was initiated by OVAE to improve the agency’s understanding of the impact of the STudent Achievement in Reading (STAR) program on classroom reading instruction and adult student learning outcomes. The STAR program provides a comprehensive toolkit of instructional and assessment materials, resources, and related training and on-site technical assistance for instructors.
JBL Associates, Inc. and its subcontractor, Abt Associates, Inc., were selected to undertake an assessment of the reading outcomes of adults learners taught by instructors who use the STAR toolkit and to provide the client with guidance on program development. The primary purpose of this study is to enable the client to develop a more thorough understanding of the effectiveness of the STAR toolkit as an instructional strategy and change initiative, and to be better positioned to make key decisions related to continued implementation of the toolkit.
The findings and accompanying recommendations will present constructive data and analysis to guide the agency in determining whether a more rigorous evaluation of the STAR program would be appropriate to support agency objectives. In addition, it will offer guidance with regard to determining what constitutes high implementation of STAR instructional strategies in the classroom and effective practices of high-implementing instructors.
