Evaluation of Academic Competitiveness Grants and National SMART Grants, U.S. Department of Education
JBL Associates, Inc. is working with the Research Triangle Institute (RTI) and MPR Associates, Inc. to assist the U.S. Department of Education in evaluating the effectiveness of the Academic Competitiveness Grant (ACG) and National SMART Grant (NSG) programs. The ACG and NSG programs were created as part of the Higher Education Reconciliation Act of 2005 and are available to Pell-eligible students who meet certain academic and degree field requirements. These grants are currently slated to end after the 2010-11 academic year.
This five-year project involves three major types of activities: (1) developing plans for implementation, outcome measures, and quasi-experimental impact studies; (2) analyzing federal and state data and information collected from stakeholders; and (3) preparing memos and reports summarizing findings and program recommendations. JBLA has been tasked with collecting state student-level longitudinal data and comparing outcomes for recipients and similar non-recipients.
