Amy Topper
 Amelia M. Topper, a JBLA contractor, has worked in the education sector for the past ten years. Ms. Topper researches a range of topics for JBLA on the federal, state and institutional levels, including persistence and retention, financial aid policies, and distance and vocational education. Ms. Topper is a well-versed program manager, with evidenced expertise in conducting and reporting on large-scale and complex data collections, particularly in the area of student-level longitudinal data. She also develops study plans and prepares analytical reports of various complexities, targeting a variety of audiences. Ms. Topper is experienced with federal databases, including the Integrated Postsecondary Education Data System, with sample surveys such as the Beginning Postsecondary Students survey and the National Postsecondary Student Aid Study, and in extracting Census data. She has used them for projects for national associations and state agencies.
Ms. Topper has authored and co-authored numerous national publications on low-income student success and outcomes, faculty salaries, and the proprietary higher education sector. Ms. Topper has her Master’s in Leadership in Teaching from the College of Notre Dame of Maryland and a Bachelor’s in Liberal Arts and Classical Languages from St. John’s College in Annapolis, Maryland. She is currently pursuing a Ph.D. in Education Policy and Leadership Studies at Arizona State University.
